STUDENTS' COUNCIL

Rajendra College (Autonomous), Balangir

The Principal reserves the right to exercise his discretion in all matters relating to all students' bodies dealt with in this constitution. In the matter of interpretation of rules contained herein, the Principal's ruling shall be final and binding.

STUDENTS' COUNCIL AND ITS CONSTITUENT ASSOCIATIONS

  1. As per the bye-law 14 A (iii) of this College there shall be a nominated students' body known as the Students' Council of Rajendra College (Autonomous), Balangir to look after the students' activities which will promote their academic, cultural as well as the games and sports and extracurricular interests. The Executive Committee of the College in its meeting held on 16-04-2003 decided that the Students' Council be operative with effect from the academic session 2003-04. The Principal is the President of the Students' Council; and he will nominate a Vice-Presidents and a few Associate Vice- President from among members of the teaching staff.

    1. Composition of the Students' Council :

      Besides its President and Vice- President, the Students' Council shall comprise bonafide student members from different classes of the College. One student from each undergraduate department (Subject) and two students from each Post-Graduate department (one from the undergraduate class, and another from Post-Graduate class) shall be nominated as members of the Students' Council.

    2. Application for membership of Students' Council :

      An Advisory Committee constituted by the Principal (See 6 below for more details) shall conduct the selection and nomination of the student members of the council. Students of different classes seeking membership of the council shall submit these application to the Heads of the Department concerned who is turn shall submit these applications to the Advisory Committee on a date to be notified by the Principal. These application shall be made in a Prescribed Performa to be had from the college office. 50% class attendance as on the date of application is mandatory for all applicants for membership of the Students' Council. The applicants shall furnish without fail attested copies of their mark sheets and certificates in respect of the last qualifying examination. They shall also furnish documentary evidence, if any, in support of their excellence, academic or extra academic. They may, for instance, furnish copies of certificates of merit issued in their favour of recognized institutions or public bodies of repute, and testifying to their academic excellence, quality of purposeful leadership, and outstanding extra-curricular activities such as NCC, NSS, Red Cross, games and sports, debate, essay writing, dance, drama, music, painting etc.

    3. After receipt of applications from intending students the Advisory Committee shall select and nominate students (as per 1.1 above) and submit a list of their names to the Principal who will then notify these names, declaring the students as members of the Students' Council, Rajendra College (Autonomous) Balangir for the session concerned.

    4. Exigencies

      If the situation so warrants, however, the Principal may make recommendation to the Executive Committee of the college to withhold formation of the Students' Council for a particular session.

  2. Election to the constituent Association :

    The Students' Council shall have the following constituent associations.

    1. Cultural Association.
    2. Dramatic Association
    3. Athletic Association

    After constitution of the Students' Council its student members shall elect from among themselves office bearers of the aforementioned associations.

  3. Election and Election Procedure :

    Election shall be held for the offices of Secretary and Assistant Secretary for each of these association as per procedures mentioned in clauses (from a to e) specified hereunder.

    1. The intending student members of the Students' Council shall be nominated for different offices mentioned in 3 above. They shall file their nominations on a date notified by the Principal in Prescribed Proforma to be had from the college office. No student shall contest for more than one office.
    2. Members of the Students' Council belonging to IInd Year Post-graduate classes and IIIrd Year Undergraduate classes shall not file nominations for the offices of Assistant Secretaries. If no nominations are filed for any office, if shall remain vacant for the session concerned. The date of the election shall be decided by the Principal and notified by him soon after receipt of nominations.
    3. For purposes of election to each the procedure of secret ballot shall be adopted only if more than one nomination are filed and accepted for the office concerned. Each member of the students' Council shall cast only one vote for an office by suitably marking the ballot paper as per instruction notified by the Principal. The voters shall put their marked ballot papers in the ballot box provided for the purpose. The Advisory Committee shall conduct the voting.
    4. The Advisory Committee shall also conduct counting of votes in the presence of its members soon after the casting of votes.
    5. After counting, the results of the election shall be notified by the Principal. In no circumstances will there be recounting of votes, and no appeal or complaint in this regard shall be entertained. In the case of tie in the number of votes in respect of two or more candidates for a particular office, lot in the presence of the members of the Advisory Committee shall decide the results.

  4. Tenure of Office :

    The tenure of office bearers of the constituent associations is limited to the academic session concerned. For all purposes these office bearers shall cease to function on the day the college closes for summer vacation. Ordinarily, all activities and functions of the Students Council and its constituent association shall be completed by the last day of February of the session concerned. In extraordinary situations the Principal may defer and function beyond the stipulated date, but not later than the day the College closes for summer vacation.

  5. Functions of the Students' Council :

    1. The Council shall strive to achieve its objectives by encouraging and promoting the students interests in academic, cultural and physical fields, and also by highlighting their talent in these areas. the Council shall achieve its objectives by monitoring activities and functions of its constituents associations.
    2. The Council shall also prepare and pass budget of its constituent associations and shall also approve and audit the expenditures incurred by the associations.
    3. All meetings of the Students' Council in connection with the aforesaid functions and other matters, if any, shall be convened by the Principal on the recommendation of the Advisory Committee. These meetings shall be presided over by the Principal himself or his delegate.

    6. ADVISORY COMMITTEE

  6. There shall be an Advisory Committee constituted by the Principal to aid and advise the Students' Council and to monitor its functions as and when necessary.

    The Advisory Committee shall comprise a Vice-President and a few Associate Vice-Presidents to be nominated by the Principal. In the absence of the Vice - President the senior most Associate Vice- President shall officiate as Vice - President. Besides, the following officers shall be members of the Advisory committee.

    1. Vice - Presidents and Associate Vice - Presidents of Cultural Association, Dramatic Association and Athletic Association.
    2. Officers-in-charge of NCC, NSS, Red Cross, Administrative Bursar and P.E.T.

  7. Functions of the Advisory Committee :

    The Advisory Committee shall

    1. Select and nominate members to the Students' Council.
    2. Conduct voting and counting in the election of student office bearers to the constituent association of the Students' Council.
    3. Monitor the preparation and passing of budget and audit of expenditures in respect of the constituent associations.
    4. Aid and advise the Students' Council in other matters, if any, as and when necessary.

    8. CULTURAL ASSOCIATION

  8. There shall be a Cultural Association to encourage and foster student's interest in various cultural activities. The Association shall be known as the Cultural Association of Rajendra College (Autonomous), Balangir. All students of this College are members of the Cultural Association.
    1. The Principal is the President of the Cultural Association, and he will nominate a Vice President and a few Association Vice - Presidents from among members of the teaching staff. Besides, there shall be Secretary and an Assistant Secretary elected from among members of the students Council.

    2. Executive Body and its Function :

      1. There shall be an Executive Body of the Cultural Association comprising the following members.
        1. President (Principal)
        2. Vice - President
        3. Associate Vice - Presidents
        4. Secretary and Assistant Secretary

        The quorum for a meeting of the Executive Body shall be five including at least one student office bearer. A meeting adjourned because of want of quorum shall not need quorum at the next meeting provided that a least twenty four hours' notice is given to the members of the Executive Body.

        The Secretary shall give notice of all meetings of the Executive Body and prepare the agenda for these meetings.

        The Assistant Secretary shall assist the Secretary in all matters and shall assume the latter's responsibilities in his absence.

      2. Functions of the Executive Body :

        1. To draw up any programme for activities and functions of the Cultural Association for the session concerned.
        2. To make decisions regarding guests to be invited to the functions of the Association.
        3. The prepare and approve the annual report. Usually the report is to be drafted by the Secretary.
        4. To maintain minutes of all meetings. Usually the minutes are to be written by the Assistant Secretary and communicated to the Principal for ratification.

  9. Functions of the Cultural Association :

    1. The Secretary and Assistant Secretary of the Cultural Association, in consultation with the President Vice-Presidents' and Associate Vice-President shall organize debates, essay-writing, poem writing and painting competitions as well as mock parliament, group discussions, general knowledge and quiz competitions among the students.
    2. The Association shall celebrate Ganesh Puja and Saraswati Puja in the College.
    3. The Association shall conduct its Annual Function.

    10. DRAMATIC ASSOCIATION

  10. There shall be a Dramatic Association for the students of the college. This Association shall be known as *The Dramatic Association of Rajendra College (Autonomous), Balangir. The Dramatic Association will create and foster in the students an interest in dramatic art, and develop their talent in this field. All students of the College are members of the Dramatic Association.
  11. The Principal is the President of the Dramatic Association and he will nominate a Vice-President and a few Associate Vice-President from among members of the teaching staff. Besides, there shall be a Secretary and an Assistant Secretary elected from among members of the Students' Council.
  12. Executive Body and its Function :
    1. There shall be an Executive Body of the Dramatic Association comprising the following members.
      1. President (Principal)
      2. Vice- President
      3. Associate Vice-Presidents
      4. Secretary and Assistant Secretary

      2. To make decisions regarding selection of script for staging the Annual Drama.
      3. To make decisions about the Annual Function and about the guest / guests to be invited to address the students on this occasion.
      4. To prepare and approve the annual report. Usually the report is to be drafted by the Secretary.
      5. To maintain minutes of all meetings. Usually the minutes are to be written by the Assistant Secretary and communicated to the Principal for ratification

  13. Functions of the Dramatic Association :

    1. The Association shall arrange competitions in one-act play, mono action, dance, music etc.
    2. The Association shall strive to popularize different forms of local and folk arts as considered proper in the interest of the Dramatic Association.
    3. The Association shall also organize its annual function and stage an Annual Drama.

    14. ATHLETIC ASSOCIATION

  14. There shall be an Athletic Association on the College to encourage and foster students interest in games and sports and also to develop and highlight their talent and potential in these field. All students of the college are members of the Association.
    1. The Principal is the President of the Association; and he will nominate a Vice-President staff. Besides, there shall be a Secretary and Assistant Secretary, elected from among the members of the Students' Council. The College P.E.T. will remain in overall charge of the Association.

    2. The Executive Body and its Functions :

      1. There shall be an Executive Body of the Athletic Association comprising the following members.
        1. President (Principal)
        2. Vice - President
        3. Associate Vice - President
        4. P.E.T.
        5. Secretary and Assistant Secretary

      2. Functions of the Executive Body :

        1. The Executive Body shall select Captains and Vice - Captains for Football, Volleyball, Hockey and other outdoor games. If necessary the Principal may appoint some experts for proper evaluation of talent for selection to these offices. No student can act as a Captain or Vice-Captain in more than one game. The Secretary and Assistant Secretary shall not be selected as Captain or Vice-Captain.
        2. The Executive Body shall also suggest judicious allocation of funds for various activities of the Association before the budget is prepared.

  15. Functions of the Athletic Association :

    1. The Secretary and Assistant Secretary in consultation with the President, Vice-President, Associate Vice-President and the P.E.T. shall organize the annual Athletic Meet of the College.
    2. The association, with active involvement of the P.E.T. shall organize inter-College and Inter - University athletic, games and sports meets, and shall select athletes / sportsmen for participating at different levels.
    3. The Association shall also organize indoor games for men and women students.

    Functions of the Secretary and Assistant Secretary :

    1. The Secretary, in consultation with the Vice-President, shall prepare the annual report of the Association.
    2. He will organize the college games with the assistance of captains and Vice - Captains.
    3. He will make all correspondence assigned to him by the Vice-President.
    4. The Assistant Secretary shall assist the Secretary in the discharge of his duties, and shall assume the latter's responsibilities in his absence.
    5. Consequent upon unsatisfactory discharge of duties the elected / nominated Secretary / Assistant Secretary may be asked by the Principal to resign and another Secretary / Assistant Secretary be nominated by him to carry on the duties till the end of the session.
  16. All expenditures should be made through the Vice-President who will certify all the bills and vouchers in respect of expenditures incurred for the conduct and organization of various activities and functions of the Association. He will then submit the vouchers and bills to the Accountant of the College.
  17. Purchase / Issue of sports materials:
    1. Sports items shall be purchased by the Principal or by the Vice-President on his behalf. The materials purchased are to be handed over to the College P.E.T. for stock entry and issue. The P.E.T. shall be the custodian of these articles.
    2. The sports articles needed for use by the players of different games may be issued by them on payment of 50% of the actual cost. These articles are to be recovered before the end of the session or before the filling up of forms for 2nd /4th/6th semester Examination. "No dues" Certificates are to be obtained by the players from the P.E.T.
