Rajendra College (Autonomous), Balangir

The College library has a glorious history, Rajendra College library started functioning from 3rd, 1944 with only 300 books donated by the then Maharaja of Balangir, Late Rajendra Narayan Singh Deo who later became the Chief Minister of Orissa. Now it is one of the well - furnished libraries in the state of Orissa with a collection of around seventy thousand books, several journals, magazines and periodicals. The College Library is also equipped with computers, Xerox machine and Audio Visual systems.

Library Committee

  1. All Heads of the Departments.
  2. OIC, Library, Member Secy.
  3. Librarian.
  4. Asst. Librarian (Senior most).

FUNCTIONS OF THE LIBRARY COMMITTEE

  1. The Library Committee shall formulate policies pertaining to purchase and procurement of books, journals, magazines, periodicals together with furniture, equipment and stationery required for the library and Reading Room.
  2. The Library Committee shall formulate policies, rules and regulations regarding issue and return of books to staff and students and others.
  3. The library committee shall recommend proposals for weeding out irrelevant stock and introducing new materials with the approval from the Executive Council.
  4. The library committee shall place the annual requirements of the library before the Executive Council for approval.

MEETINGS

The Library Committee may meet at anytime depending upon requirement but not less than three a year and such meetings shall be convened by the secretary in consultation with the chairman / Executive Chairman with at least 48 hours notice 50% of the total members shall constitute the quorum for such meetings.

OFFICER-IN-CHARGE, LIBRARY

  1. Overall supervisory authority over the library.
  2. Channel of communication between library and the Principal.
  3. Recommend suggestions for library development to the Principal.
  4. All administrative work of the library, viz. Distribution of work among librarians and others, verification of records, allotment of duty during vacations etc.

GENERAL RULES

  1. The teaching and non-teaching staff and the students of the College shall use the library. No books will be issued to outsiders without special permission of the Principal.
  2. Library will remain open from 7.30 A.M. to 4.30 P.M. every day except on Sundays and other holidays and between 9.00 A.M. to 1.00 P.M. during vacation.
  3. The closing time for issue or return of books is 2.00 pm after which no books will be issued or returned.
  4. No books shall be taken out of the library without the knowledge of the Officer-in-Charge library / librarian and until it is properly entered in the loan register and the receipt acknowledged by the borrower.
  5. Such borrower must examine the condition of the book at the time of issue. The responsibility will be fixed on the borrower in case of any damage or mutilation of the pages.
  6. No remarks, notes, underlining or any sort of disfigurement in the book is allowed. Otherwise they will have to replace the book.
  7. The Librarian will report to the Principal through the OIC, Library the names of the persons responsible for improper use of the library books.
  8. When the date for return of books falls on an authorized holiday, it should be returned to the library on the day the college opens after the holiday (s).
  9. Library books in possession of borrowers should be returned to the library before the college closes for the long vacation on or before the date notified for the purpose.
  10. Whoever might have a library book in his / her possession should return it to the library whenever he/she receives a requisition notice from the librarian.
  11. All students and the staff must return the books at the end of session for annual verification.
  12. Any book lost, damage or defaced by a borrower must be replaced by him. If a book is one of a set or a series and the volume cannot be obtained singly, the whole set or series must be replaced by the borrowed. In case of loss of rare books or books out of print the fine to be imposed on the borrower is at the discretion of the Principal which should not be less than Rs.200/- (Rupees two hundred) only in addition to ten times of the present cost of the book. Issue of rare books will be at the discretion of the Principal.

  24. If any borrower keeps a library book in his/ her possession for more than the time allowed, no more books will be issued to him/her until the book is returned to the library.
  25. Students are advised to maintain silence in and around the library. Noise or shouting of any kind is strictly prohibited and amounts to misconduct.
  26. No student is allowed to enter the library. All transactions are to be made at the counter only.
  27. All requisition slips must be submitted to the librarian before 2 P.M. on working days to get the books issued on the next day. (G.O. No.62415 (91) / HE dated 9.10.2001).
  28. Identity card and the library card are to be presented at the counter for transaction. In case of loss of the library card, another card will be issued on payment of Rs.20/- only.
  29. Library card will be issued to a student on production of his/her last fee receipt.
  30. The following is the extent to which a borrower is entitled to borrow books from library.
    1. Teaching staff : 10 each for 30 days.
    2. Non teaching staff : 3 each of 15 days
    3. U.G. Students : 3 each for 15 days
    4. P.G. Students : 5 each for 15 days
  31. Those who return books beyond the time limit are liable to pay a fine of Rs.10/- per book per day.
  32. Books issued to a particular member can be reissued only for two successive occasions during a particular session.

READING ROOM

  1. The reading room shall remain open from 7.30 A.M. to 1.30 P.M. on all working days.
  2. The students shall be allowed entry on production of the valid Identity Cards only.
  3. No student shall be allowed to carry his/his personal belongings to the study table except pen, paper and notes. They are advised to keep their personal belonging in the open shelves kept inside the reading room for the purpose.
  4. Strick discipline shall be maintained inside the Reading Room. Gossiping, Cross-talking and merrymaking in no form shall be allowed. A student found guilty of any misconduct shall be debarred from availing reading room facilities, besides inviting further punishment as per rules.
